I been trying to eat small portions but I don't get full. Any suggestions

Portion control isn't just having small portions. It's being aware of the calorie content so that you can decide and control how much of something you really want to eat. Sometimes it's more, sometimes less.
Generally, I eat smaller portions of calorie-dense foods and larger portions of veggies in order to bring up the overall volume. I'm actually eating more food than I did before even though it has fewer calories. If I want a treat, I eat just enough to satisfy me while still fitting into my overall calorie plan.
Portion control is about overall awareness rather than pure restriction.6 -

Protein, fat and fiber are all 3 things that will help to make you feel full. You could consume 200 calories of several different foods and they might all make you feel different levels of satisfied depending on what those 200 calories consist of. I would look at the nutrient content of everything you're eating and go from there.0

I pick foods that give me a lot of volume. I eat dinner off a serving platter because it doesn't fit on a dinner plate. I choose loads of vegies over a small serving of pasta, I choose "edible fats" (things that provide bulk, like avo) instead of say, cooking in fat or adding oil. I make sure to get sufficient protein too.... That helps me a lot with satiety.0
