Hi, I am tracking my food and exercise consistently and just wondering if you go over on day a week with a cheat meal but at the end of the week, taking into account exercise as well, your net average is what you should be having per day is this OK?

It's fine and is what a lot of people do. I eat out fairly regularly but am very healthy at home, so I just aim for my Net Average, over a week, to be (roughly) my target calories. As long as my Net Average is between my Goal and my TDEE, I'm happy.

A lot of people go over their calories for several years, and then go under for several more to make up for it average out.

Yes, it's fine. A lot of people save calories for weekends out, birthdays, holidays, and other events.
