Has this happened to anyone else?

The scale is saying that I have gained most of my weight back, but I today I buttoned a pair of pants that I was 100% unable to fasten at a lower weight. Has this happened to anyone else?
Background: I revived my weight loss journey in the fall of 2015. 192 lbs on the scale was my wake-up call. I began walking, joined a gym and began Zumba and Spin. I was able to get down to 180, then plateaued. Began personal training, then got down to 173. Holiday eating, dropping my spin class and feminine issues (bloating/water weight) put me at around 179. Today I stepped on the scale and it was 180, but, like I said, I fastened a pair of pants today that I don't think I could have worn comfortably, even at 173. What gives?
I've made very slight dietary changes, but I'm not the best at logging every little thing I eat. I do workout very regularly -- personal training (also my strength training) twice a week...Zumba 2-3x a week (now doing treadmill tabata/hiit for 10-20 mins afterwards)...walks on my work breaks/lunch breaks when the weather is nice.

I'm about 3 kg heavier now than what I was last summer.. But last summer I wore a size 6 US jeans.. Now I'm wearing size 4.. It could be muscles, water weight or so many other things.1
