Scale fluctuations

I have been tracking my weight the past month or so. I am currently on a cut, and dropped ~8lbs or so in the first few weeks, and I attributed it to water weight lost. I have calculated my macros, track my diet as closely as I can, and aim for 1-1.5 lb lost a week.
I bought a new scale, to compare to my old scale, that was giving me fluctuating #s within minutes of standing on/off. The new scale is doing the exact same thing. I test on 3 specific spots on the floor around my apartment (all hard surfaces) and in each spot the weight will fluctuate as well. Anywhere from 175-181 lbs. I was 180 last week....
How am I supposed to know what I should do next if I can't even figure out if I've lost 4 lbs or gained 1 lb? I am trying to track as closey as possible, but these weight fluctuations are very annoying. I know it's about trend overall but I don't want to lose muscle in the process if I'm losing weight too quickly.
Any tips?

Hi,
I have the same issue with my scale. Is yours digital? That may be part of the problem. Been thinking about getting an old school one with the big dial, don't want to spend the $$ now.
Try a dial scale and see if it does the same thing.

Don't move around the scale. Use one spot only. Most scales do this because the floor is a bit uneaven usually and they are too sensitive. I only weigh myself on one particular spot. I don't care how much I weigh on another spot so long that I lose on this spot. I.e. relative weight matters only.1
