confused about NET cals

So, I've chosen to use BMR to judge calories consumed- 1382. I've started to up cardio levels as my chest issues are sorted.
Currently i'm doing 30DS daily, and 5k once a week (with the occasional jog mid-week). i use a HRM to calculate burn. I don't eat these calories back. I'm eating 1382 (roughly) - I net on average 700-900 cals daily.
Question- am I supposed eat exercise cals back to NET 1382 or consume 1382 in total, taking the added exercise deficit as a contribution to weight loss?
I've tried many "theories" and taken advice and still am not losing. I don't eat "clean" however I do log everything- good bad and terrible!

    Yes, you should eat your calories back, to net at least 1200. You should try not to net lower than that. Your body needs fuel to run efficiently.

    You should net above your BMR - at least 1382. 700-800 is far too low and not very sustainable.

    Thank you- I havent actually lost anything in 6 weeks of staying under so i'm getting really frustrated.
    Will aim to NET higher. I've been blaming retention on low water intake... could this be contributing?
