Heart rate accuracy of a Fitbit Hr

Hi, I've read recently that the Fitbit Hr is inaccurate when measuring the heart rate during exercise.
I'm wondering if this inaccuracy is the same for when a person is resting (I'm unable to find any info on this)?
I ask because my heart rate over the last few weeks is showing (when sitting/laying down/waking in the morning) anything between 47-55 beats and I am most definitely not an athlete!
I don't want to bother the Drs for no good reason, so just wondered if anyone else is having the same issues with their Fitbit?
