My general idea of working out is, to drop most of the excess "fat" pounds, lean out then start to bulk up. Is this right?
I mean I hear people say lose fat and gain muscle at the same time but I mean really...does that happen?

The decision to bulk is going to depend on your goals and current body composition.. there is also a mental component that goes along with it (eating more and gaining can be a struggle for many especially those that have been overweight in the past.. since there will be some fat gains that come with the muscle).
Losing fat and gaining muscle at the same time is referred to as recomposition and while I don't have very much first hand experience with it, it does work and I have seen others have much success with it. However, it can be slow for some and again the decision will depend on your goals.

its upto you and your goals. There is no wrong method. So good luck!

Bulk would come so easy for me but cutting is the biggest struggle.

Cut and bulk may be right for you depending on your goals and capabilities.
Recomp is right for me because of my goals and capabilities, of course it works as it's just your body reacting to muscle stimulus and using fat for fuel both of which are entirely normal.

They suit different people for different reasons.
Wouldn't say either is fast unless you are a beginner and/or gifted.

    What are your goals?
(Strength, size, to compete, body comp, weight?)
