Waist measurement not budging ?

So I've lost around 20 pounds and inches all over but my waist circumference is NOT moving. I'm 5"9 and my waist is 28 inches. How could someone lose this much weight without their waist budging ?

20 lbs is a huge victory! It could just be the last place the fat is coming off. Keep up the good work and you will start to see a lose of inches.

I myself just started tracking my measurements. I usually see the measurements move before I see the lbs move.
