losing weight for breast reduction - please help stat heavy

hi I've been trying to lose weight for about 7 years now so that i can have a breast reduction on the NHS, I'm 255 lbs 5"8 and wear a 34K bra I'm quite a large build my stats are these :- hips 54" waist 42" chest 57" my wrist is 7" forearm 10" and my waist to hip is 0-77. apparently my body fat calculation is 28.56... my point is as i haven't lost any weight despite trying for the last 7 years I've now arranged to have this breast reduction privately and is booked in on the 19 sept 2013... I have decided for one last attempt and getting this weight off my goal is to lose 30 lb by surgery date - for the last 3 weeks I've been eating 900-1200 calories a day with a fast day in the week and a cheat day on Saturday I've been running - weightlifting and swimming 3 x a week for the last 5 weeks and before the drop in calories i was on the 5:2 diet where i was eating reasonably for 5 days and fasting for 2 days.... I have not lost a lb NOT ONE. and not dropped any inches either. needless to say I'm gutted and had a little cry into my dogs fur this morning!!! do I continue with what I'm doing with the understanding that it's science and the weight has to come off! or do I change my tactics? I need help any ideas anyone?

The 24 lb lost is from January 1st and I lost the first 20 lb in 6 weeks but nothing since

    What did you do in January to lose the weight?? Try raising your calories to 1500 every day. No fast and no cheat day. Drink lost of water so your body doesn't retain any. 900-1200 is super low calories for you.

    I didn't really do anything in January it was after Christmas and the weight just fell off after I stopped eating Christmas food! I drink about 2 litres a day of water and have stopped all diet pop which I used to drink loads of.
