Steps and adjustments

So I've been using my fitbit for about 2 months. I have both set to sedentary. I aim for 8k steps per day and mfp gives me about 400 exercise calories. I only eat exercise calories if I'm starving. I'm confused as to why I have such a high adjustment. Does this mean the 400 calories burned over maintenance?

It is above your MFP Goal, which is based on maintenance minus 250 Cals if you are set to lose half pound per week, above maintenance minus 500 Cals if you are set to lose one pound per week, etc.
Please see this article, and search for answers to Frequently Asked Questions and other helpful articles, on the MFP Help/FAQ pages...

If you are a tight logger (weighing in grams, etc) then you should eat your exercise cals back. You drove the car, so gas it up. Otherwise you will lose more muscle mass than you have to, like I did.
