I am 20 years old, 5'3" and 109 pounds and I work out (strength training of all kinds--kettle bells, free weights, glute trainer, 15+ different strength machines, bodyweight exercises, medicine balls) 3 days a week. Being so young and so active, my butt should NOT look like it does! It is my worst feature! I've tried everything. What exercises/etc can I do to make my butt more lifted, muscular, round, and defined?

This is only a suggestion, and I'm not a trainer. However, Google 5x5 strong lifts.

Dead lifts and squats I think will be important to achieve your goal? Just food for thought. Diet, lift heavy weights. 5x5 program is only 5 exercises. It's time efficient, but I haven't done it. I have read about it and seen lots of you tubers who say how great it is.

Just some thoughts here. I would definitely research it first.

You may want to look through the programmes in this link. The 5z5 programme listed above is listed, but I think you may like Strong Curves as it is aimed at your problem area.

Another vote for Strong Curves while eating at least at maintenance will help to build and shape them.

Try some glute activation exercises before you do your workouts.

The elliptical on a good resistance and incline has helped my butt go from 1 star to 5 stars in my book.
