There is no comparison, a cup of one thing will weigh a completely different amount to a cup of something else. Cups are a measure of volume, not a measure of weight. A cup of, say, dessicated coconut will weigh a quarter or less of the weight of a cup of uncooked rice.

Whether you weigh uncooked or cooked, just choose the right entry in the database. There are generally entries for both cooked and uncooked.

A cup is a measure of volume, there's no absolute equivalent weight.

Food can be weighed cooked or uncooked, as long as the correct database entry is chosen. However uncooked is regarded as more accurate. But in the long run and with all the inherent inaccuracy involved it's not something I stress about.
