    As others have pointed out, it does not matter one iota in the grand scope when you decide to do your workouts, only that you do them. That said, from my personal perspective I like to get them done early in the AM before work so I can get it out of the way. Then I have my whole night during the week to do whatever. It took a little getting used to waking up earlier, but it has been well worth it.

    Up to you. I don't have time to do full workouts either time, so I do my cardio in the morning before work, and my strength training after work. I would rather do strength training in the mornings when the gym is not so busy and the guys aren't taking over all the weights... but since I don't eat breakfast until after I get to work, and I'd rather not pass out or go too easy, I settle for evenings.
