I think it depends. If you have a naturally flirty personality, then it's just part of who you are. I wouldn't consider that cheating. But if you typically a shy person and you start flirting with someone, I would say it could be understood as cheating.

I've been told that I am flirty, but I think I am being friendly.
For instance a guy that I worked with came to work with a really nice hair cut. I told him his hair cut was nice and touched his hair while I said it was a nice hair cut. I was told that was flirty. I disagreed. I would do the same to a woman if they came in with a nice hair cut. I probably invaded the persons space, but I do not consider that flirting.1 -
It's not cheating...but it provides opportunity for cheating.1

Ok just to clear the air for everyone. I don't flurry to pick up anyone. Yes, things get heated when they complement you your figure. I do it with him a couple feet away. I always let them know my SO is present. They laugh together and do their manly talking. I just like to have conversation with everyone, doesn't matter what is talked about.0 -
