How can I lose weight but also gain muscle from my quads and glutes? I don't want to lose weight and lose my glutes :(

I think so long as you're doing exercises that target those muscles, you won't lose them. And as long as you're under your calorie intake, you should be able to lose weight.

Incorporate squats, lunges into your workouts and you won't lose your muscles in your glutes while losing weight.

You need to be doing exercises like hip thrusts, Deadlifts, glute bridges, step ups, back extensions and reverse hyperextensions to really hit the glutes. For quads, squats, narrow squats and lunges are good and perhaps some leg extensions.

    You didn't mention hamstrings?

Weight train with carb cycling and 2-3 days of HIIT cardio (20-30 minutes each)

This is unnecessarily complicated for a beginner, and I'd only throw this at someone who was plateauing and didn't want to cut calories or do more cardio.

Unfortunately you don't get to pick and choose where your body stores fat, eat at a calorie deficit, implement a good strength training program, e.g. stronglifts 5x5, starting strength, or 5/3/1 and you won't lose muscle, if you've never lifted before you'll even gain some at first.

Carb cycling is basically eating low carb for 3- 4 days, then on the 4-5 th day going high carb...then begin the cycle again
