How can I lose weight but also gain muscle from my quads and glutes? I don't want to lose weight and lose my glutes :(

It's very difficult to gain muscle in a deficit. Check this out: http://www.bodyrecomposition.com/fat-loss/adding-muscle-while-losing-fat-qa.html

You can, and should, incorporate strength training into your life to help you hold onto the muscle you've already got.

Get your strength training in and make sure you're hitting your daily protein goals.

You can either recomp.. lose fat and gain muscle while maintaining the same weight if you are happy with your weight but want to change your body composition.
Or you can cut to retain muscle and lower your bodyfat if you are overweight then recomp or bulk to put on muscle. So it will depend on your stats and how much you want to lose.

I would also look into a program called Strong Curves.
