Why am I not losing weight?

I've stuck to 1200-1300 calories a day. I drink a decent amount of water and I workout 5 times a week with a resistance band for 30 minutes. I haven't seen the scale move at all. And when I do go down a pound it just comes right back. I'm hoping I'm still burning fat and maybe replacing it with muscle but when will I start to see the scale move? It's very discouraging and I don't want to give up. When I did weight watchers I easily lost a couple pounds a week but I wasn't really working out but maybe once a week.
