So I am 3 weeks in my weight loss journey so far I am 4lbs down. My short goal is 30lbs but my real goal is 70lbs. I have been clean eating, Drinking 65oz or more of water MFP gave me a calorie goal of 1200. which at first thought it was low. I find my self being short 300-500 I am exercising 1hour every day cardio and HIIT. However my Macros are always over or really short. What am I doing wrong? any advise is welcome.

This is my general advice for a beginner:
Calories are what is most important for weight loss. However the make up of those calories can affect body composition and overall health. As a starting point, I'd calculate your goal macros this way:
1. Find the highest number in the healthy range for your height. We're estimating so don't get hung up on being exact.
2. Multiply the number from 1 by .8. Round to the nearest 5. This is the minimum number of grams of protein you aim to eat each day.
3. Divide the number from 2 by two and round to the nearest 5. This is the minimum number of grams of fat you aim to eat each day.
4. Eat your protein and fat minimums and after that fill in the rest of your calories with carbs or more fat or more protein.
Over time you may find that you like to eat more protein or maybe a lot of carbs or in some other specified way that works for you. That is fine. This is just a starting point.1
