What does this new "woo" button mean?

So we have a new button to click to respond to comments. It is a smiley face that says "woo." Is this "woo" like in quack ideas as I've seen them called here on MFP? Is the face laughing?

Or is the face smiling and saying "woo" as in "woo hoo?"

Yes. Under announcements it explains it. It can be either. I prefer the scam woo version.
