Minced chicken, whizzed up broccoli, seasoned with herbs and spices, formed in to patties and cooked on a pan for crispy edges.

(savoury, but it will look like a cookie, therefore it must be a cookie

These will meet at least some of your needs: http://chocolatecoveredkatie.com/2015/12/14/peanut-butter-protein-cookies-vegan/ I'd go with the baked version if you want them crispy. They seem like you could add oats for extra fiber. There are other recipes on her site that would probably meet your needs as well.

1 x cup Oats, 1 x Banana & a teaspoon Honey/Agave Syrup mushed up by hand and rolled into around 6 cookies.
I tend to include plain choc chips, dried blueberries, raspberries or strawberries. You could add nuts or seeds to increase protein content and crunch factor.

Pop in the oven at around 160 degrees Celsius for around 20 minutes or until lightly browned.

Gluten Free, Vegan Friendly (depending on your choice of sweetener) and Dairy Free (Depending on your choice of filler)

Here's my current favorite but they're still a work in progress,

2 cups oats (can use whole but I grind them up in the blender)
4 scoops ON chocolate protein powder
    1/4 cup honey
1/2 cup almond milk (more or less- just add just enough to get doughy consistency)
    3 tbs cocoa powder
Mix everything up and bam, done!

For 12 servings (when I press gobs of this in a muffin tin) these have 115 calories, 1 gram of fiber and 10 grams of protein in each. I like to have two with a cup of tea at night.

These are sweet and very chocolate and have a good chewey bite to them. I store these in the freezer but because of the honey they stay a bit sticky and don't get hard. I'm thinking to tweaking this recipe to cut back just a bit on the honey and maybe adding a bit of peanut butter instead.

Oh! Bet they'd also be yummy with some fiber one cereal added for crunch... maybe next time.
