Water weight retention & inches

The last few days (it's been warm) & I have not drunk as much as I should do of course my daily weigh in was up 700g. I'm not so worried - it will come back off. But today's also my measurement day & ive put 1cm on waist & hips. Normally even if I have water retention I still see inch loss. It's the first time I see a gain... could this also be water? Or something else?!
I'm strict with my weighing & measuring... I slacked on my running this week...

Water is almost the same density as fat (a bit denser) so it takes almost the same volume as fat. 700gr water takes 700ml of space.0
