When do I weigh frozen fish and frozen entrees?

With fish, do I weigh it before I defrost it, or afterwards, when it will have lost water?
With frozen entrees, do I weigh before cooking or after?

    I buy fish, portion it out and freeze it. The frozen weight isn't any different to the prefrozen weight, so I go with that.
