Are you measuring and weighing your food? How have you calculated your calorie goal? Are you overestimating exercise calorie burns?3

"Up and down" in how long? Weigh naturally fluctuates so some degree of up and down is to be expected.
How long have you been tracking calories? Do you just consider them or actually stay eating within a set limit? How do you measure your intake? How often do you weigh yourself?1 -
What do you mean? Are you referring to daily ups and down on the scale while dieting? Those fluctuations are normal and happen also when you're not dieting. What is considering calories? Are you weighing and logging everything you eat and drink? What does following a diet mean to you? Most people give up and regain when they try to follow a diet. It's usually better just to use MFP as intended and eat food you like in appropriate amounts.1

Your post is a bit vague honestly.
Daily fluctuation is normal.
If you are crazy dieting and significantly limiting calories and then start eating more without changing your activity you will see a gain. But again it really depends on what we're talking about here0
