Wanna be slimthick how to +butt and -waist

I'm a 5'3-5'4 Asian girl @ 128lbs
I've always been heavyset waist down and petite waist up. Hated my natural (dis)proportions forever and finally came around to wanting to embrace it.
I got a 27in waist and a 39in butt rn but I still see some pretty evident pock marks / cellulite on my thighs and my butt cheeks which I'm suuuuuppppeerrrrr unhappy about. I also wish to get my waist down to 26in and my butt up to 40in. At the same time, I don't wanna have my ribs visible unless I'm stretching.
Any specific exercises or diets you'd recommend to achieve the above goals? (Tl;dr how do I get 1. Rid off cellulite, 2. Slim waist, 3. Build butt, 4. Not look bony while accomplishing the 3 goals?)

Some things are controlled by genetics.
There is a lower body focused lifting program called Strong Curves.
Eat at a surplus, lift heavy things, enjoy the result but don't expect a huge butt if you're not genetically predisposed for one.2 -

you can't spot reduce and spot increase at the same time..
I would suggest cutting down until you are happy with how you look and then run a bulk or recomp...3 -

Butt (pun intended) you clearly haven't read my original post! I'm genetically bottom heavy and have been at 38-39in for years (and I've never really exercised until a month ago).
I'd just really really really like to get rid of my cellulite. Reducing 1in off my waist and adding 1in to my butt would be the cherry on top.
Anyway, any specific workout / diet advice would be much appreciated.1 -
^ Probably the best advice. Chances are you will not get your stomach down without getting bony up top. But you aren't looking for huge changes, just an inch in either direction. To the above advice, you'll probably need to work on the smaller number before working on the larger number.2

eat in a moderate calorie deficit and get on a structured lifting program ...
Again, you can't slim down one area of your body and increase the other side...it is physically impossible.3 -

Cellulite doesn't always go away. Again without surgery.
And I did read the OP. My advice is still the same.4 -

Cellulite is mostly genetic, and the majority of women have some, even fitness models. All you can do is lose more weight and build more muscle and hope it smooths it out a little.
To lose an inch off your waist, eat in a deficit to lose more fat.
To add size to your butt, do a structured lifting program like Strong Curves to build up your muscles. You may not see much progress size-wise with this while you are eating in a deficit to lose fat, but you will strengthen and spare those muscles so you can build them up once you are done dieting.
None of this is a guarantee you will get where you want to, because as everyone else has said, body shape is genetic, but it will give you your best shot.2 -

As Chef_Barbell wrote, Strong Curves is good. The book actually has four programs, three of which are full body and one is lower body only. At your size eating at maintenance and lifting consistently should provide a nice recomp effect. I can't comment on how it will affect your size inch-wise but your overall shape will be improved through such resistance training.4 -

Cellulite is mostly genetic, and the majority of women have some, even fitness models. All you can do is lose more weight and build more muscle and hope it smooths it out a little.

Oh man, now I feel like an absolute tard. I've always thought cellulite was something you could get rid of with the right exercise and diet. Thanks for the education and will take everyone's advice re shedding to try and reduce cellulite and waist before trying to add inches. Thank you all!0 -
1. Cellulite can be improved with strength training, but it is genetic, so there is a good chance you will always have it no matter what, unfortunately. Even at my leanest, I have it.
2. Slim waist will come from a calorie deficit.
3. Building a butt will come from a calorie surplus and adequate weight training. Strong Curves is a great program for this so I would highly recommend that.
-#2 & 3 are kind of opposing goals... you can do them at the same time by recomping (lose fat and build muscle) however if you are looking to increase mass/size/significant gains, you are looking at bulk/cut cycles to optimize this. If you are at a decent weight for your height, have just a little to lose and a little you want to gain, then it can definitely be an option for you.
4. Building muscle can help prevent some boniness. But depending on where you store fat, it can be unavoidable if you cut down to a certain leanness.2 -
As others have said, genetics or surgery, and only one of those is under your control. Losing more weight and a structured lifting program to increase the size of your glutes might help, but if you build up too much core you could also get thicker in the waist. Cellulite there is nothing you can do about really. A better goal might be to accept your body.1
