"Bat wings" and slight pudge...but low weight/BMI - what to do?

Hello everyone, 5"8 19 year old guy here!
I have reached 135 lbs and I am aware that spot reduction is not real at all. However, I have reached a point where I am both at a low-ish BMI of <21 and I still have some flabby parts - mainly the tricep and a bit of the stomach left. What can I do to make the final push to get rid of this fat? Is it just a matter of losing more weight?

Get yourself on a progressive lifting program and focus on recomposition rather than losing anymore weight.5

Ditto the pp! I reached a BMI of 20 and still had some fat to lose in places so I'm recomping. There's a great thread on recomping in the Maintenance forum.0

Recomp like others have said and follow a progressive lifting programme. I do Stronglifts 5x5 and also incorporate a few machines weight exercises with the routine.
Normally the stomach area, (abs) are the last to get and the first to go.
