Need to LOSE weight but also GAIN muscle

I have about 18 lbs left to lose before I hit my goal weight (I'm 148 lbs, GW 135, 5'5")
I've just started going to the gym and doing 30 mins of cardio on the treadmill and then about 45 mins of different machines upstairs. I really have no structured program though and don't know how to go about making one when I'm still in the process of losing weight.
Any ideas?

You can't do both unless you're around a certain body fat % and switch to recomp. However, you should focus on finding a structured program to follow before looking into recomp. Do you enjoy lifting? Cardio? If so, body building .com has great, free programs you can use!0

Look into Stronglifts 5x5. Solid beginners program.0

Start following a lifting program to preserve the muscle you have now while you lose and then continue when you hit maintenance to build muscle.
