Need to LOSE weight but also GAIN muscle

I have about 18 lbs left to lose before I hit my goal weight (I'm 148 lbs, GW 135, 5'5")

I've just started going to the gym and doing 30 mins of cardio on the treadmill and then about 45 mins of different machines upstairs. I really have no structured program though and don't know how to go about making one when I'm still in the process of losing weight.

Any ideas?
