Lots of new fitbits on ebay as people get new replacements from fitbit and simply sell them on

I got the OH a charge hr new in packaging for £20

Vivofit from Garmin. Normal watch battery so no recharging, superior quality to the Fitbit and for me always 100% accurate as far as calorie burns go (though this isn't the case for everyone and requires going by results over time). You'll find a heavy team Garmin contingent on these forums!

Edited to add I have upgraded since I had that device and will hopefully soon be upgrading again to another Garmin. Had my current device 18 months and still works as new.

For that price range - Xiomi Mi Band 2
By far the best ultra budget fitness tracker out there. Other stuff in similar price range are noname Chinese bands which are quite horrible.
For bit more than Mi Band you can probably find older Garmin Vivofit or a Fitbit model as has been told before.

The newest model Vivofit (3) is £60. Chest strap if you want/need it is additional but for the band itself, as I said, it's an entry level model at a great price.
