Probably because of its placement. It's a sundial

After learning about solar panels and the fact that the best place to place them is facing the south (because you get the full sun all day) I google mapped the church and confirmed that clock does in fact face south. So the shadow moves from left to right.
A vertical direct south sundial in the Northern Hemisphere and a vertical direct north sundial in the Southern Hemisphere can tell the time between 6 a.m. and 6 p.m.
Here are some interesting facts:
Public clocks would be decorated with mottos such as ultima forsan ("perhaps the last" [hour]) or vulnerant omnes, ultima necat ("they all wound, and the last kills").
It relates to the fact that Memento mori (Latin: "remember that you have to die") is the medieval Latin Christian theory and practice of reflection on mortality, especially as a means of considering the vanity of earthly life and the transient nature of all earthly goods and pursuits. It is related to the ars moriendi ("The Art of Dying") and similar literature.
