What is a good waist size for someone 5'9"? Would 28 inches be considered good?

No one is going to know the number of inches your waist is. Build the body aesthetic you want and don't worry about the end number.

I'm 5'9", BTW, and have no idea how many inches my waist is.

It will depend on your shape, weight, bf% etc.

I am 5'9" and am very "pear shape". I do not carry much fat in my midsection and have large hips, large shoulders and rib cage but a very small natural waist (a few inches above my belly button). I haven't measured in a long time but last time I did my natural waist was 29" and my hips were 41". Of course this is not where my pants sit, and that measurement is more like 32".

That is entirely dependent on your build and on your body goals. Some people are simply not built to have a small waist, while others naturally shrink in that area as they lean out. I am just over 5'9 and had a 24" waist when I was at my leanest but it took a lot of work in terms of training. I don't care a whole lot what my waist is these days as long as I can get into a Uk size 8.

If you've had a child, I have it on good authority that it won't be 19"
