*** I solved the issue- my running shoes I bought when I first started running were just too small and couldn't take any extra room for swelling, I went up half a size and got new balance wide, and no numbness or tingling!! I tie them very loosely to where my heel slips a bit but once I start running my foot swells that the shoes fit perfectly4

I would also suggest to check your socks. I had same problem few times, not running, but just wearing my shoes. My foot, one of them, especially , felt numb and tingly. I kept loosening laces, and it didn't help ( usually it would solve the problem ). Finally i couldn't take the pain and numbness anymore that day, and i took off my shoe and sock. Bingo, that was the problem. I had new compression socks on that day, with extra tight fit around middle of the foot, and it was causing nerve compression and numbness and pain. Onse i took them off, everything came back to normal relatively shortly0
