I'm 4 foot 11 and 119 pounds, I've lost 6 and a half stone previously and I've had two children. I want to be 105 pounds but I'm fed up of dieting and want to start building muscle especially in my glutes, i lift weights and do glute exercises right now, but I want to start taking it more serious and eating more calories and having more protein and start seeing some results. My stomach is still a bit fat.

Start building everywhere, glutes being just one part.

Balance is the key to avoiding injury... creating an imbalance by concentrating on one muscle group will cause injury... yes, eating slightly above TDEEE and hitting the iron will increase muscle mass... and help shed fat... if you go this route you will need to forget the scale and begin taking measurements as your primary fitness metric... get a body comp ( fat v. muscle%) every 12 weeks to identify your progress.

    Both.
    1. You cannot target where you lose fat, you can't. I wish you could, but nope.
    2. Increasing muscle mass will help you appear thinner, so even if you only lose a small amount of fat but gain muscle, you'll look a lot lighter than you actually are.

Dieting to lean down can get to the point where it can be frustrating. Maybe taking a diet break for a few weeks (eating at maintenance) then getting back to it can help. If you start bulking now, while you will build your glutes, you will gain fat too and if you already have higher bodyfat it can become very frustrating and uncomfortable. So I would try to lean down as much as possible while doing a glute focused lifting program before starting a bulk.
