How to lose last five pounds??!!

I had a small amount of weight to lose. 5'7, 41, 148 I started at. I lost 8 in two months. My goal is 135. For the past month I have not lost anymore. In fact, i have been gaining back the same one or two pounds and losing them every week or so! I know it probably takes less calories to see any loss at this weight of 140. However, I am only eating around 1200-1400 cal per day net! What gives? Should I be burning more? I already workout 45 min 5 times a week to HIIT cardio w-weights! Could use some suggestions...
