Calories at 1200 & TDEE? At 1900.

Ok, I'm restarting MFP again to see if I can lose the 10 lbs I cannot budge. Last time I followed I lost nothing so gave up. I am now determined to do this correctly but I am confused with calories and TDEE and deficit.
Do I need to eat 1200 or 1900 as TDEE says. I am not eating my calories back. This time I need to get this right? Any suggestions appreciated

If you do MFP recommendations - eat calories back
If you do TDEE, it factors in workouts, so you don't eat them back2 -
