If I intend to lose 2 lb/week, should I eat as many calories as my BMR, or less than?

e.g my BMR is 1600 cals. I'm eating approx. 1300 cals/day.
Am I doing this right?

No. Eat net calories at BMR or above IMO.

Mfp sedentary is 1.25 * BMR. a 20% deficit before exercise calories are taken into account brings you to BMR.

Unless you're obese where a 25% deficit might be acceptable (in other words not too much) it would be unlikely that eating less than BMR would not mean that you're creating an overly aggressive deficit.

If you're under 200lbs, you shouldn't be trying to lose 2lbs a week. 1lbs to 1.5lbs a week is just fine.
