Gain goals for ladies around 5'3?

Your goals will depend on so many factors... Starting weight, amount of lean muscle mass, frame, physique goals etc.
Start with goals not related to the scale and if you do have weight goals, keep them in small increments and adjust from there.2 -

What is it that you would like to see change about your physique? Keep in mind that if you are not one who has exercised in the past that you will see newbie gains pretty quickly but those newbie gains will eventually stop. Lots of people get discouraged when that happens - so I mention it now.
Also, if you start exercising keep in mind that you will need to eat more. You need to feed the machine, right?
Do you know your current caloric intake? And how that breaks down? Meaning, protein, carbs, fats?
So, what are your goals? What are your expectations? What program are you doing / considering?
I will state this - and I speak from experience - women can indeed 'lift heavy'. Do not fear that. You will not 'look like a man' - well, generally speaking....everyone is different.1
