Is it bad

That I'm consuming only 13,200 calories a week, when my recommended calorie intake is 18,500 a week? I'm trying to maintain my weight. I always seem to have over 500 calories remaining every day, sometimes even more than 700.

It's neither good nor bad, it's just not creating the effect you want - if you want to maintain your weight, you need to eat to maintenance. Are you losing weight? If so, you are eating too little. Are you maintaining your weight? If so, you are eating enough. It could be that your tracking is off. Tighten up your logging, and weigh yourself regularly.

If you're trying to maintain your weight, then yes. Regularly undereating will result in weight loss.

My weight went from 129.2 a month ago to 131.2 two weeks ago, to 131.0 yesterday.

I've been eating like this for a month

I also do weight lifting and cardio 5 days a week.

Your weight seems to be stabilizing. If you're at a healthy weight for your height, you are eating like you should. If you're underweight, you still have to increase your intake. Do you struggle with eating enough?

Those numbers are within the normal variation for water weight during a day.

Are your leftover calories from exercise? MFP sometimes overestimates calorie burn from exercise.

Then you are fine. It would only be bad if you were not getting the expected results. Since you are maintaining your weight and that's what you want, you are good.

Since you are maintaining about the same weight then you are eating at maintenance level for you. Since you want to maintain why would that be bad?
You may have found out that your maintenance calorie goal was wrong. Alternatively your logging may be off and you are getting more calories than you think.
I think it is pretty normal for weight to fluctuate a few pounds up or down even during maintenance and would not be concerned unless it is more than 5 lbs.
