How do I loose just fat?

Recently got my % body fat number using a hydrostatic emersion technique and found that my bone and muscle weight is way down from 7 years ago.

I am shooting for a body fat % of 20 which currently translates to a weight target of 191. The owner of the testing company suggested that its impossible to go from 208 to 191 without loosing some muscle and that he estimated that by the time I was done, 20% body fat would be achieved at around 185 give or take.

Is there are way to lose only fat of do I do down to 185 and then build from there using weights back up to 191 by putting on muscle?

    Lift weights, eat enough protein (1 g per lb of lean body mass, at least), and maintain a caloric deficit. That is supposed to minimize muscle mass loss.
