Skinny fat

I'm 5'3 and have a petite frame, but I've gained about 20 lbs of unwanted weight from over-eating and not exercising. When fully dressed I look okay, maybe even "thin" to some people. But I know my body fat percentage is out of proportion and even though my arms and calves are thin- my waist and lower body is carrying all of the weight.
I'm having a lot of trouble losing this weight. I stuck to a 1,200-1,400 calorie diet during the week and then generally ate maintenance during the weekend for two months. I think I lost 1 pound.
Can anyone give me some specific tips on going from "skinny fat" to strong and lean again? I feel like it's going to take a year or more to lose this 20 lbs. I'm not really seeing the results I was hoping for.

You'll have to be very accurate with your logging - use that food scale for all solids, measuring cups/spoons for all liquids, use the recipe builder, make sure you're using accurate entries, log everything that passes your lips, be conservative with exercise calories.
For the non-jiggly look you'll want to do strength training.2 -
You might be better sticking to 1300-1400 EVERYDAY. I think your maintainance weekends may be wiping out your deficit. With only 20lbs to lose and being on the shorter side, you either need to be extremely patient or willing to be restrictive.
To lose the "skinny fat" look you'll need to start a progressive weight lifting program. StrongLifts & New Rules for Women are great ones. If you are completely confused and you need help, I suggest hiring a personal trainer.5 -

Sports! Only exercise will help you gain some muscle, which looks and feels way nicer than fat.
As well, exercise makes you burn calories and loose weight. Lowering calorie intake without upper calorie burning is plain stupid when you are skinny fat. You want to do both at same time
