Such confusion...TDEE, BMI, etc

I think I've read too much about this topic. I'm hoping someone can just put it into simple terms for me.
So I'm 5'9" and currently 211 lbs.
My TDEE is 2720
My BMR is 1755
I sit behind a desk for 8 hours during the day but I work out 5 days a week and usually burn between 400 and 600 calories per day.
Based on that information, is it safe to say I should be eating around 1700 calories per day? And I should eat back the calories I burned?

You're not supposed to eat below your BMR. 1700 is too low if you exercise 5 times/week. I entered your stats into Scooby's TDEE calculator, and your TDEE is just over 2700. TDEE-20% is about 2200, TDEE-25% is about 2000. So in your case I would recommend not going below about 2000 with your current exercise .
It's easy to get overwhelmed, when I first started researching TDEE and such I felt the same way.
Edit to add: And for every 5 lbs you lose, recalculate your TDEE!0
