Activity level which one?

Morning everyone !! I am trying to find out my maintanance calorie level. Which activity level would you say 16000 steps is ? When I workout it’s up to the 18000-20000!!

IME, steps are hard to use as a measure/gauge. Steps as a part of my daily life don't seem to have a significant impact on TDEE. However, steps as part of a workout can. If I were you, I'd probably start at moderately active or something similar (whatever the terminology is) and see how that works out.
Ultimately, no matter what you do, you'll have to start somewhere, log/track as accurately and as consistently as you can for a few week, then evaluate things. If your expected results aren't reasonably close to your actual results, than make a small change and start again. it's just part of the process for most.1
