Why does my resting heart rate fluctuate so much?

Sometimes my RHR is very low for a bit, then it spikes up. Not sure what might be causing this. Is this normal?

    Is that about two weeks between the high and low? I know mine spikes right before and during my period. It could be something like that.

    How does this device define resting heart rate? Is this an average of anytime you are not engaged in serious exercise or is it measured first thing each morning before you get out of bed?

    I think it measures heart rate first thing each morning when you get out of bed.
