Arm measurements

I've always felt like if it wasn't for my upper body I wouldn't look so big. Especially my upper arms. So 3 months ago I took measurements and my arms measured 11.5 inches relaxed. I measured them the other day and they are now 9 inches. Which is great but i still want them smaller.
Does anyone know what an ideal measurement would be or the average for women?
I'm also 4'11 so I'm thinking that's why my arms look so big because reading up it seems like 9 in is normal.

My arm is about 11" and I don't consider that overly large. I would think 9-12" would be average. Smaller than 9" doesn't seem very realistic for a healthy adult female.

Mine are 16. I am 5'10" and still overweight.0

Mine are 9.5" relaxed. I find them small but I'm working on it. I am also 5'7 so height definitely makes a difference.
Rather than strive for some random arbitrary number, set goals such as "more defined, smaller arms" and work towards that.1 -
I'm 5' 3.75" and mine are around 10 non flexed currently. I am not sure what to tell you, if you have more weight to lose, you will probably lose more from your upper body overall.1

Mine are 11.5 and I've always found my arms to be on the "long and lean" side. I don't like them to go below 10 or my elbow looks bigger than my upper arm and it's weird0

They’re probably not. This measurement is just as arbitrary as thigh or hip measurements.
