Losing fat; gaining muscle

Why everyone! I recently had my this kid. I am 25 5’1 and had a plateau at 131 for my weight... I wanted to know what is the best option for me to lose weight in my stomach, arms and back fat and be able to keep/ grow my booty... I am new at this and have been learning how to lift especially my form but would like some insight.. do I start cutting or bulking what is better option?

    I would keep a small deficit, get adequate protein and follow a glute focused lifting program (such as Strong Curves) .. while you may not see significant gains in a deficit you can help maintain the muscle and shape them. I would not bulk right now until you are lean enough as it won't be as optimal ( you will gain more fat and it will be uncomfortable with your stats, especially if you say you have fat to lose).. once you get closer to goal you can also eat at maintenance and recomp to lose fat and build muscle slowly over time.
