By choosing an appropriate calorie goal (i.e. not too restrictive), weighing one's food, and logging accurately in one's diary.
Also by having patience and persistence, and accepting that some days you might go a bit (or even a lot!) over your calorie goal, but it's what you do most of the time that counts. Don't strive for perfection.

I actually find it quite easy to stay under a 1200 calorie diet and still feel satisfied! For me, it was all about finding recipes (or making your own) that uses foods that take up a lot of space on the plate, but isn't super dense in calories. There are so many resources on the internet to learn more about filling but healthy foods!
It is also helpful to allocate calories to different meals; I save 200 for breakfast, 300 for lunch, and 500 for dinner (the rest is snacks!)
And when exercising, I like to eat back around 25-50% of the calories I burned, so the more exercise, the more food!
Learning how to cook has so far been my greatest tool! its all really a learning experience.1
