Treadmill speed vs. track speed

Hello everyone,
When I jog on the treadmill, my max speed is 7.5 km/h, but when I go outside and do the same training plan, according to my phone, I can get up to 11 km/h.
Has anyone encountered such a problem? is this normal? and should I try and increase speed on the treadmill?
I really don't want to fall down on my face (again haha) and at the moment I can't jog outside because of the weather.

Treadmill running can be an odd duck at first. There are some subtle differences between treads and roads that you need to get used to. Some people feel a little tentative at first on the TM. The fact you can 11 kph on land suggests you can go faster on the tread as you feel more comfortable2

Often it is that the TM is not calibrated correctly. Or, if you are running at an incline on the TM, it will feel much harder than running on the flat track, so you will go slower. My TM got stuck at a fairly steep incline. I didn't know what was going on, but I knew I was having a really hard time hitting anything close to a normal pace. I zeroed it out by putting it at it's highest incline and then back to zero again and all of a sudden running was easy again.
That said, I also find it easier to run outdoors and I run faster on the road. On race day I run faster still, with the addition of excitement and adrenaline.0 -
I also run faster outdoors than on the TM. The TM speed feels the same as my outdoor speed but the TM numbers say differently.1
