How can I log my recipes for public use?

You can not. Which in my opinion is a good thing, because a general MFP user does not know what is in your recipe and will not be able to verify the Calorie and nutrition information. In addition, personal items just add clutter to the public Food Database.
You can not share recipes directly with another user, and another user will not find your recipes through a search. Your recipes will be displayed in the search results only when you perform a search.
There is a workaround to log another user's Recipe item. Once you log a Recipe item to one of your Meals, another user who has access to your Food Diary can copy the Meal containing the Recipe item from your Diary to their Diary, then delete any unwanted entries from that copied Meal.
