Most important question is why are you avoiding meat.

Here are some things I buy huge containers or packs of from Sam's club for just a few dollars that are filling for snacks:
    - Cottage cheese
    - string or block cheese
    - eggs, cooked any way
    - Greek yogurt
    - imitation crab sticks (if you eat seafood)
    - mixed nuts

My snacks usually also contain a lunchmeat, so sorry I'm not more help!

You will have to pay a minimum no matter how you choose to eat. Poor and rich people eat many of the same foods.

If you look at your nutrition as a whole, and erase the distinction between snacks and meals, and understand that healthy is nutritious, and that filling can mean both nutritious and not nutritious, and you want nutritious food, everything will be easier.

Buy a variety of cheap staples, and occasionally a splurge. Learn about prices, look for bargains, and learn the difference between price and value.

Buy food you like and don't buy too much, eat it up, never throw out anything edible, and never let anything edible become inedible.

Oh, and learn to cook and plan and compose balanced meals. It's not difficult to cook simple meals. Making meals you want to eat, while saving money, will feel rewarding.

Low budget friendly meatless foods where I live include oatmeal, farina, dry beans, canned beans, lentils, rice, pasta, bread, peanut butter, eggs, potatoes, carrots, apples, cabbage, onions, canned tomatoes, canned fruit, frozen vegetables, canned soup.
Buy store brands and produce in season.
A big pot of soup is economical to make and can freeze and reheat well. Bean, lentil or vegetable soups can be pretty filling.

Popcorn- Buy a bag of kernals and pop it on the stove.
Hummus- super easy to make, filling, use it with vegetables as a dip or a sandwich spread
Pasta with marinara, beans, hummus, vegetables, sauerkraut
    Zucchini/zoodles- eat raw or cooked
    Salad http://community.myfitnesspal.com/en/discussion/10270725/things-to-go-in-salads/p1
    Celery with peanut butter
    Yogurt
    Cottage cheese
Eggs- hard boiled, egg muffins, omelets
    Bread or tortillas
Make a bean burrito or wrap using canned beans, some cheese, maybe rice, maybe egg
    Baked potato- low effort, filling
    Smoothies

Because I hate the taste and texture of meat. I cannot eat beef or pork without gagging, fish smells disgusting and tastes worse and chicken...ugh

Raw carrots, celery, pea pods, cauliflower, broccoli, radishes, cucumber, jicama etc. whatever veggies you like
fresh fruit, apples, oranges, tangerines, bananas, berries etc. whatever fruit you like
Popcorn. You can make it in a brown paper lunch bag in the microwave no oil needed
Hard boiled eggs, string cheese, raw nuts (walnuts, almonds, pecans) etc.

Well, you are in luck. Carbs are cheaper. Vegetables can be eaten raw with virtually no preparation.

Air popped popcorn or put the kernels in a paper bag and microwave them.

    Canned beans.

Ramen noodles. Cook an egg in the boiling water and shred some veggies on top.
