I’m 140lbs once I hit 130 I would like to gain muscle in my thighs, butt, and gut. When is the best time to switch from loss to gain? I feel like the scale is not longer my goal but a tape measure. Any suggestions will be greatly appreciated. THANK Y’ALL

You should just start lifting now if you don't already. You could make progress in gaining muscle, which will help with the fat loss.2

Start lifting now, if you are not, continue to your goal weight, continue lifting in maintenance.
Once you have your maintenance established, decide if you want to continue in a recomp, or bulk.
Some go from loss to bulk without establishing a maintenance range. However, I would think the maintenance break would give your hormones a better chance to adjust JMHO.
