Any help as to why I can't change the daily calorie allowance quoted which has been put on my food diary please?

You can go into setting/ goal settings and change your intake there.

If you’re trying to set a goal under 1200 calories it won’t let you for legal purposes

I want to set my goal for 1300 calories but the system won't let me go below 1500 for some reason. I don't know why it won't.

1500 is the bare minimum for adequate nutrition for men.
MFP has it for the minimum for men.
Unless you are a petite, elderly, sedentary man, you should be able to lose weight eating more than 1500 cals plus exercise cals.

    Cheers, h.
