Almost reached my weight goal

I'm 6'5 started at 135 lbs now I am 10 pounds away from reaching my goal of 210. Once I reach my goal, I will be about 20% body fat. My question is should I recomp or bulk to 220 and cut back to 210 once I reach my goal and repeat that cycle until I'm happy? I would hate to cut now or as soon as I reach my goal because I've been striving for two years to hit this number and once I reach it I never want to go below it again. I guess really I'm just wondering if recomp actually works?

Yes recomp works - the main reason it wouldn't work would be a poor training routine or seriously inadequate diet.
The speed at which it works is affected by many factors including gender, training history, current versus previous musculature, BF%, genetics, age, how close you are to your genetic potential.....
If you end up at 20% BF at 210lbs and decide to go the cut/bulk cycle route instead of recomp (both methods have pros and cons) then no you shouldn't be bulking up from a high BF% - you are likely to have an unfavourable ratio of fat and muscle gain. You would normally cut first and then bulk when overfat (in aesthetic rather than health terms).
But then you hit the problem of not wanting to go below 210lbs.
A big question is what is your "happy" point or end goal? There's a huge difference between someone who is aiming for a fit/athletic look and someone aiming to be ripped/shredded or whatever the fashionable term is!
And then the effort level and timescales rise massively if you want to be both big AND ripped/shredded.0 -

My goal right now is to be lean/fit. 210 lbs and 12% bf. In the future I might like to go for the big look and aim for 225-250 at the same bf% but that day may never come.
